With a diverse population and a high COVID-19 cumulative transmission rate within Houston, HHD developed a model to determine levels of transmission within existing zip codes in the city, using the cumulative positivity rate, zip code specific vaccination coverage, and COVID-19 Community Vulnerability Index (CCVI). The Department will be monitoring performance measures across the districts, reviewing variables under the risk categorization model, and instituting public health interventions as needed. HHD is also investigating cases, outbreaks, and conducting contact tracing to prevent spread of the virus. The Department is also making funds available to the school districts to hire personnel needed to support the coordination of specimen collection and procure materials for the improvement of air flow quality within the schools. Houston Health Department (HHD) issued and received requests for proposals from testing vendors and selected one that can effectively meet the needs of Independent School Districts – providing specimen collection kits for onsite collection, testing and result sharing to all relevant stakeholders within 24 hours. The Program Process evaluation will measure the primary program inputs and work activities including: recruitment activities, participant characteristics and performance, and collaborations. Program Process and outcomes will be evaluated. Our LEND is a branch of the Act Early Texas! initiative, encompassing several major statewide efforts to improve services for those with ASD/DD. We also collaborate with state and local agencies to extend the LEND impact beyond Houston, e.g., Southern LEND Consortium and the LEND Collective with the NCCC. The LoneStar LEND is a collaboration between UTH, the University of Houston, Texas Woman's University, UH Clear Lake, and Baylor College of Medicine /Texas Children's Hospital. The LoneStar LEND Program goal is 300+ total additional trainees over Years 11-15.

A Professional Education Initiative (PEI) will be implemented consisting of the LEND didactic components, with CEUs at no cost to TX residents. The LoneStar LEND represents five collaborative institutions, 15 Core and 28 Instructional Faculty from 19 Core Disciplines, and a curriculum that includes 1) Didactics 2) Clinical Practicums in all aspects of care for children/youth with ASD/DD and their families, predominantly focused on under-represented and underserved populations 3) Family-as- Teachers component. LoneStar LEND will build upon its existing ongoing formative and summative Evaluation Plan to promote effective education and process improvement. To partner with stakeholders to strengthen the service delivery infrastructure and systems of care for children with ASD/DD, particularly under-represented populations.
